Can a strawberry hermangioma come back?

When i was a baby i had a HUGE strawberry hermangioma on the top of my head. The doctors told my parents that it probably wouldn't be gone by the time i was 10 and they would have to remove it. Well, by the time i was 4, it was gone; i was left with a 2 inch in diameter circle indented, squishy spot where it once was. about 2 weeks ago i went to scratch my head and noticed that it was raised again, i asked my friend if she could tell and she said no. well today it has been itchy and looks irritated. i felt it and it was hard and well it wasn't raised, but it wasn't indented like it used to be. I was wondering that since i didn't get any treatment for it when i was a baby can it grow back? and could it be harmful? im always afraid that its going to bleed because the skin seems really thin there.
